Added UMS Notifications settings

UMS Notifications settings have been relocated from the Service Provider wizard to the UMS Template wizard to step General. This enhancement offers a more streamlined access point within the UMS Template wizard for configuring Notifications settings.

Users can easily replicate UMS Notifications settings by selecting their preferred UMS Template in the “Copy Underwriting Notifications Settings From” field.
